Played for quite a while, but unable to rank up even exp exceeded the required amount.
You have to do the other quests in addition to EXP, like upload all the videos based on the requests. It is all in the EXP screen normally, but in the TL version it’s broken and they do not load for some reason.
You can try loading a JP version of the game or turn the translator off, which will show the JP unlocks, then use a translating tool like DeepL for that. Shared data is saved elsewhere so you do not need to move save files first.
Tutorial seems bugged as you can’t progress at all, unless I skipped something on how to. Restarted and skipped tutorial. Everything works fine.
